What is Lithuanian Mobile-ID?

Lithuanian Mobile-ID is an electronic identification and electronic signature solution available in Lithuania through mobile network operators in cooperation with SK ID Solutions.

The service operates using a dedicated physical SIM card. It allows users to verify their identity when accessing electronic services, authorize transactions, and electronically sign documents using a mobile phone without a card reader or other additional hardware.

Mobile-ID certificates are valid for up to five years.

Signature and identification level

Mobile-ID can be used for:

  • electronic identification;

  • creating qualified electronic signatures (QES).

Electronic signatures created using Mobile-ID qualify as qualified electronic signatures under the eIDAS Regulation and have the same legal effect as handwritten signatures within the European Union.

The Lithuanian Communications Regulatory Authority (RRT) also recognizes Mobile-ID as a qualified electronic identification solution providing a high level of assurance.

Users enter sPIN1 for electronic identification and sPIN2 to sign documents and authorize transactions.

Who can use Mobile-ID?

In Lithuania, Mobile-ID is offered by mobile network operators Telia, Tele2, and Bitė. To use the service, users need a dedicated SIM card that supports Mobile-ID and an agreement with a participating mobile operator.

The service is not limited to Lithuanian citizens. Foreign nationals may also obtain Mobile-ID if they have the right to reside in Lithuania and have a Lithuanian personal identification code.

In particular, Telia, Tele2, and Bitė allow foreign nationals to obtain Mobile-ID if they hold a valid temporary or permanent residence permit in Lithuania that includes a Lithuanian personal identification code.

The following documents are generally required to obtain Mobile-ID:

  • a valid temporary or permanent residence permit in Lithuania;

  • a Lithuanian personal identification code;

  • an identity document required for identity verification; and

  • a SIM card issued by a Lithuanian mobile operator that provides Mobile-ID.

Once activated, Mobile-ID can also be used outside Lithuania. The service relies on SMS messaging to process transactions, so mobile operators may charge roaming fees when the service is used abroad.

Key requirements and limitations

To obtain Mobile-ID, users generally need to:

  • meet the requirements of the selected Lithuanian mobile operator;

  • have a valid identity document that can be used for identity verification;

  • if they are foreign nationals, hold a Lithuanian residence permit that includes a Lithuanian personal identification code;

  • be a customer of a mobile operator that supports Mobile-ID; and

  • obtain a physical SIM card that supports Mobile-ID.

Mobile-ID is a solution based on a physical SIM card. Lithuanian mobile operator Telia does not currently offer Mobile-ID through an eSIM.

Specific enrollment requirements may vary by mobile operator, including pricing, registration procedures, and other user requirements.

Age requirements may also vary by operator. The Mobile-ID framework allows minors to use the service subject to the applicable operator's requirements. However, Tele2 Lithuania provides Mobile-ID only to adult users.

The ability to use Mobile-ID to sign documents through a third-party service depends on whether the relevant platform supports Mobile-ID as an electronic signing method.
