What is Smart-ID?

Smart-ID is an electronic identification and electronic signature service developed and operated by SK ID Solutions. It allows users to verify their identity, access electronic services, authorize transactions, and electronically sign documents through a mobile app.

The service does not require a physical electronic signature device or token. Smart-ID is accessed through a mobile app on a smartphone or tablet.

Signature and identification level

A full-featured Smart-ID account supports qualified electronic signatures (QES) in accordance with the requirements of the eIDAS Regulation.

Smart-ID is certified as a qualified electronic signature creation device. Electronic signatures created using a qualified Smart-ID account have the status of qualified electronic signatures and are recognized throughout the European Union as legally equivalent to handwritten signatures.

It is important to distinguish between Smart-ID and Smart-ID Basic. A Smart-ID Basic account has limited functionality and is primarily intended for online banking. It does not support electronic document signing. To sign documents, users need a full-featured Smart-ID account with Smart-ID Qualified Electronic Signature status.

Who can use Smart-ID?

Smart-ID is currently available in three countries:

  • Estonia;

  • Latvia;

  • Lithuania.

Users do not necessarily have to be citizens of these countries. The primary requirement for obtaining a full-featured Smart-ID account is having an Estonian, Latvian, or Lithuanian personal identification number, as well as a valid identity document that can be used for identity verification.

As a result, Smart-ID can also be used by foreign nationals who reside in one of these countries and have a local personal identification number and the required identity documents. This also applies to Estonian e-residents.

If a user does not have a local personal identification number, the available options are significantly limited. In Estonia and Latvia, a full-featured Smart-ID account is not available in this situation. In Lithuania, certain non-residents without a Lithuanian personal identification number may be able to obtain Smart-ID Basic through designated banks. However, this type of account cannot be used to electronically sign documents.

The latest requirements for non-residents are available on the Smart-ID page for foreigners and non-residents.

Key requirements and limitations

To obtain and use a full-featured Smart-ID account, users must:

  • have a personal identification number issued by Estonia, Latvia, or Lithuania;

  • have a valid identity document supported by the selected identity verification method;

  • have access to one of the identity verification methods available in the relevant country;

  • use a supported smartphone or tablet with an internet connection; and

  • have a qualified Smart-ID account—not Smart-ID Basic—to electronically sign documents.

The Smart-ID mobile app is available through the Google Play Market or Apple App Store

The available identity verification methods vary by country and may include a national ID card, Mobile-ID, biometric identification, or verification through participating banks.

Smart-ID supports devices running Android and iOS. Other mobile operating systems are not officially supported.

Smart-ID itself does not impose a single general minimum age requirement. However, age requirements may vary depending on the country, the identity verification method, and the service provider. For minors, parental or legal guardian consent or verification may also be required.
