In the AUTO flow system, configure the processing flow by the following rules:

1. Assignee is added after the Sender or last Assignee (if Assignee has already been added to the flow) and before QES Signer

2. QES signer is added after Assignee (if Assignee has already been added to the flow) and before the first CC (if CC has already been added to the flow). QES Signer is added after the Sender if the Assignee role was not added

3. CC is added after the last QES Signer (if QES Signer has already been added to the flow) or after the last Assignee (if Assignee has already been added to the flow and QES Signer was not added), or after the Sender if no role except the Sender was added
